bright-blue eyes. The whites of the eyes are red, eyelids partially lowered.

[view source]Cultural Context

Stoned eyes combine reddened sclera (whites of the eyes) with partially lowered eyelids, the classic visual indicators of cannabis use. Conjunctival injection (red eyes) occurs as THC causes blood vessels in the eyes to dilate, and has become one of the most recognizable visual shorthands in popular culture.
